Rs. 3000 crore additional funds released to states today for management of COVID-19: Union Health Ministry

Elderly people are at higher risk, young people with co-morbid conditions too are at risk: Union Home Ministry data on COVID-19 cases in the country

More than 25,500 local Tablighi Jamaat workers and their contacts quarantined, 1,750 people have been blacklisted: Home Ministry.

The total number of cases in the country has now become 4,067, out of which 1,445 are related to the Tablighi Jamaat meeting. A total of 109 people in the country have died of the COVID-2019 infection; in the last 24 hours, 693 new cases and 30 deaths have been reported, while a total of 291 people have recovered so far. This was informed by the Joint Secretary, Ministry of Health & Family Welfare, Shri Luv Aggarwal, at the daily media briefing on the actions taken, preparedness and updates on COVID-19, held at National Media Centre, PIB New Delhi today.

Providing an analytic overview of the progression of the infection in the country so far, the Joint Secretary informed that:

  • 76% of the cases have been found among males, and 24% among females
  • 47% of the cases have been found among people below 40 years of age, 34% in the age group 40 – 60 years, and 19% among people above 60 years of age
  • 73% of the deaths reported so far have been among males, and 27% among females
  • 7% of the deaths reported so far have been among people below 40 years of age, 30% in the age group 40 – 60 years, and 63% among people above 60 years of age
  • Around 86% of deaths have been found to be in co-morbid cases, where the patients had other medical conditions such as cardiac problems, diabetes, hypertension and chronic kidney disease
  • The data shows that:

o   Elderly people are at higher risk (although 19% confirmed cases have been reported among the elderly, 63% deaths have been observed among them)

o   Young people with co-morbid conditions are at risk too (although 37% deaths are reported from people below 60 years, approximately, 86% of deaths have been reported amongst people with co-morbidities)

  • In light of the above, it is important to ensure that our elders remain protected and that youth too follow all precautions given by the government, including social distancing, and also ensure that infection is not spread from youth to elderly population

The Joint Secretary informed that the Prime Minister has reiterated today that social distancing and lockdown are effective tools in breaking the chain of transmission and that we need to work together in the fight against COVID-2019. He appealed to the nation to cooperate fully with the government in the battle and to “help us to help you”.

Shri Aggarwal further informed that:

  • A meeting of the Council of Ministers was held today, at which collective decisions have been taken, on dealing with the COVID-19 pandemic.
  • Cabinet Secretary has been interacting through Video Conference with various District officials at the cutting-edge levels to ensure uniformity of response across all parts of state. All districts have been advised to have a District level Crisis Management Plan for COVID-19.
  • States have already been advised to use funds under National Health Mission and State Disaster Relief Fund to undertake all activities related with creation of quarantine centres, dedicated COVID-19 hospitals and other medical equipment, treatment of patients and all other activities related with management of COVID-19. In addition to this, NHM has already sanctioned Rs. 1100 Cr to all the States and Rs. 3000 Cr additional funds were released today. Also, N-95 masks, Ventilators and PPEs are being procured from the central pool and distributed to all the States across the country.
  • The Health Ministry has come out with guidelines for setting up of quarantine facilities; it deals especially with signs and symptoms of COVID-19, and segregation of suspects.
  • The Health Ministry has come out with guidelines on the handling, treatment and disposal of waste generated in the battle against COVID-19.
  • The Ministry has also released some videos, on handling stress and anxiety faced by the public during the pandemic, which are available on the website of the Ministry. The latest videos can be found here and here.
  • The Ministry of Rural Development has written to states and State Rural Livelihood Missions to facilitate stitching of homemade face and mouth covers through Rural Self-Employment Training, as an additional protective barrier and hygiene method; this will be of use, especially in densely populated areas. This is different from masks, for which detailed guidelines have been issued earlier.
  • During the last 13 days from 23rd March to 4th April 2020, Indian Railways has loaded and transported 1,342 wagons of sugar, 958 wagons of salt and 378 wagons/tanks of edible oil
  • Requirement of food grain stocks for all parts of the country is being addressed through National Food Security Act and Pradhan Mantri Garib Kalyan Anna Yojana. The Food Corporation of India has transported about 16.94 Lakh MT food grains across the country during lockdown period, as on April 5, 2020. So far FCI has allotted 1.38 Lakh MT Wheat in 13 states and 1.32 Lakh MT Rice in 8 states under this model. Moreover, FCI has a food grain stock of 55.47 million metric tonnes in Central Pool, as on April 4, 2020.

Informing that states are implementing the lockdown effectively and that the situation regarding supply of essential goods and services is satisfactory, the Home Affairs Ministry informed that the implementation of lockdown is being monitored continuously by the Union Government, in coordination with states. The Ministry further informed that:

  • The Home Secretary has written to states to reiterate the critical importance of medical oxygen, which has been classified as an essential item and the production and supply of which has been exempted from lockdown restrictions. In his letter, the Secretary has provided the states some guidelines to facilitate the smooth functioning of the supply chain and ensure adequate supply of medical oxygen.
  • As part of a massive effort undertaken by the Union Home Ministry and the states, more than 25,500 local Tablighi Jamaat workers and their contacts have been quarantined; besides, five villages in Haryana where the foreign national TJ workers stayed have been sealed and the workers have been quarantined. Out of 2,083 foreign TJ workers identified so far, 1,750 people have been blacklisted so far.

Replying to a media query, the ICMR representative informed that ICMR has placed orders for 5 lakh testing kits for conducting rapid antibody-based blood tests, out of which around 2.5 lakh kits are expected to be delivered by April 9, 2020.

आरोग्य मंत्रालयाची कोविड-19 घडामोडींवर पत्रकार परिषद 

पंतप्रधान नरेंद्र मोदी यांनी आज केंद्रीय मंत्र्यांशी संवाद साधला आणि गरीब कल्याण योजनेचे लाभ विनाअडथळा योग्य लाभार्थ्यांपर्यंत पोहोचतील हे पाहण्याचे आणि त्यावर देखरेख ठेवण्याचे संबंधित मंत्रालयांना आवाहन केले.  

कोविड-19 विरुदध सुरू असलेला आपला लढा अंधश्रद्धा, अफवा यांच्यामुळे कमकुवत होऊ नये, याची काळजी घेण्याचा इशारा उपराष्ट्रपती वैंकय्या नायडू यांनी दिला. अफवा पसरणे, खास करुन समाजमाध्यमांवरील चुकीची माहिती हा विषाणूच असल्याचे ते म्हणाले. सत्य माहिती सुलभपणे मिळत असूनही अफवा किंवा चुकीच्या माहितीला आळा बसत नसल्याची चिंता त्यांनी फेसबुक पोस्टवर व्यक्त केली आहे

खासदारांच्या वेतन, भत्ते आणि निवृत्तीवेतन कायदा 1954 मध्ये सुधारणा करून 1 एप्रिल 2020 पासून एक वर्षासाठी वेतनात 30% कपात करण्याच्या अध्यादेशाला केंद्रीय मंत्रिमंडळाने मंजुरी दिली.

आरोग्य आणि कुटुंब कल्याण मंत्रालयाचे संयुक्त सचिव श्री. लव अगरवाल यांनी आज पत्रकार परिषदेत खालील माहिती दिली.

  • केंद्रीय मंत्रिमंडळाची बैठक आज झाली. कोविड-19 महामारीवर मात करण्यासंदर्भात यात निर्णय घेण्यात आले.
  • विलगीकरण सुविधा निर्माण करण्याबाबत आरोग्य मंत्रालयाने मार्गदर्शक तत्वे जारी केली आहेत, कोविड-19ची लक्षणे तसेच संशयितांना वेगळे ठेवण्यासाठी प्रामुख्याने ही तत्त्वे आहेत.
  • कोविड-19शी लढा देताना निर्माण झालेल्या टाकाऊ वस्तू आणि कचऱ्याची हाताळणी, विल्हेवाट याबाबत आरोग्य मंत्रालयाने काही मार्गदर्शक तत्वे आणली आहेत.
  • कोविड-19शी लढा देताना, लोकांमध्ये निर्माण होत असलेला ताण आणि चिंता कमी करण्यासाठी, मंत्रालयाने काही व्हिडिओ जारी केले आहेत.
  • ग्रामीण स्वयं-सहाय्यता प्रशिक्षणामार्फत तोंड आणि चेहरा यासाठी फेस कव्हर शिवण्याबाबत राज्यांना आणि राज्य ग्रामीण उपजीविका मिशन याना ग्रामीण विकास मंत्रालयाने पत्र लिहिले आहे, हे फेस कव्हर, मास्क पेक्षा वेगळे आहे, आणि आधी सांगितल्याप्रमाणे केवळ आरोग्याची काळजी म्हणून आणि जंतूंसाठी अडथळा म्हणून याचा उपयोग आहे.
  • गेल्या 13 दिवसात, भारतीय रेल्वेने, 1342 वॅगन साखर, 958 वॅगन मीठ आणि 378 वॅगन/टाक्या खाद्य तेलाची वाहतूक केली आहे.
  • राष्ट्रीय अन्न सुरक्षा कायदा आणि प्रधानमंत्री गरीब कल्याण अन्न योजनेमार्फत, देशाच्या सर्व भागातल्या अन्नधान्याच्या आवश्यकतेची दखल घेण्यात येत आहे. लॉकडाऊनच्या काळात देशभरात, 16.94 लाख मेट्रिक टन अन्नधान्याची वाहतूक केली गेली.
  • या अंतर्गत, भारतीय अन्न महामंडळाने, आतापर्यंत 13 राज्यात 1.38 लाख मेट्रिक टन गहू, आणि 8 राज्यात 1.32 लाख मेट्रिक टन तांदूळ मंजूर केला आहे, 4 एप्रिल पर्यंत, भारतीय अन्न महामंडळाकडे, सेंट्रल पूल मध्ये 55.47 दशलक्ष मेट्रीक टन अन्नधान्याचा साठा आहे.
  • कोविड-19 संदर्भात सहाय्यकारी कामांसाठी, राष्ट्रीय आरोग्य अभियान आणि राज्य आपत्ती सहाय्य निधीचा वापर करण्याबाबत राज्यांना याआधीच सल्ला देण्यात आला आहे. याशिवाय एनएचएम अंतर्गत, जारी करण्यात आलेल्या 1100 कोटी व्यतिरिक्त, आणखी 3000 कोटी रुपये आज जारी करण्यात आले – आरोग्य मंत्रालय
  • व्हेंटिलेटर, N95 मास्क आणि पीपीई खरेदी यासारखे लॉजीस्टिक संबंधित प्रयत्न केंद्र सरकार कडून सुरू असून अशी साधने राज्य सरकारांना पुरवण्यात येत आहेत.
  •  कोविड -19 मधून एकूण 291 व्यक्ती बऱ्या झाल्या. गेल्या 24 तासात 693 नव्या बाधितांची नोंद; 30 जणांचा मृत्यू. एकूण 4,067 जणांना लागण, त्यापैकी 1,445 जण तबलीग जमातशी संबंधित आहेत. एकूण मृत्यू 109.
  • बाधितांपैकी

76% पुरुष, 24% महिला

47% व्यक्ती 40 वर्षाखालील

34% व्यक्ती 49-60 वयोगटातील

19% व्यक्ती,60 वर्षावरील

  • कोविड-19 मुळे मृत्युमुखी पडलेल्या 86% व्यक्ती, हृदयाशी संबंधित विकार, मधुमेह, उच्च रक्तदाब, मूत्रपिंड रोग यांनी आधीच ग्रस्त असल्याचे आढळले आहे.

· कोविड-19 संबंधित देशातली आकडेवारी पाहता असे दिसून येते की – वयोवृद्ध व्यक्तींना याचा सर्वात जास्त धोका आहे इतर व्याधी असलेल्या तरुण वर्गालाही याचा धोका आहे. वृद्ध व्यक्तींच्या सुरक्षिततेची काळजी घेऊया, युवा वर्गानेही, ‘सोशल डिस्टनसिंग’सह इतर खबरदारी घेण्याची आवश्यकता आहे.

· कोविड-19 ची प्रसार साखळी तोडण्यासाठी, सोशल डिस्टनसिंग आणि लॉकडाऊन हे प्रभावी उपाय असल्याचा आणि कोविड-19शी लढा देण्यासाठी आपण एकत्रित काम करण्याच्या गरजेचा, पंतप्रधानांनी पुनरुच्चार केला आहे, ‘तुम्हाला मदत करण्यासाठी, आम्हाला मदत करा’ अशी विनंती आम्ही करत आहोत.

· राज्ये, लॉकडाऊनची प्रभावी अंमलबजावणी करत आहेत, आवश्यक वस्तू आणि सेवा याबत परिस्थिती समाधानकारक आहे, केंद्र सरकार, राज्य सरकारांशी समन्वय साधत, परिस्थिती वर सातत्याने लक्ष ठेवून आहे.

·  कोविड-19 च्या पार्श्वभूमीवर, मेडिकल ऑक्सिजन चे महत्व अधोरेखीत करण्यासाठी आणि त्याचा पुरेसा पुरवठा सुनिश्चित करण्यासाठी, गृह सचिवांनी, राज्यांना पत्र लिहिले आहे, त्याच बरोबर, पुरवठा साखळी सुरळीत राहावी यासाठीची मार्गदर्शक तत्वेही पुरवण्यात आली आहेत

· आरोग्य मंत्रालय आणि राज्ये यांच्या व्यापक प्रयत्नांचा भाग म्हणून, 25,500हून अधिक, तबलीग जमात कार्यकर्ते आणि त्यांच्या संपर्कातल्या व्यक्तींचे विलगीकरण करण्यात आले आहे; याशिवाय, हरियाणातल्या ज्या 5 गावात, विदेशी नागरिक असलेले तबलीग जमात कार्यकर्ते वास्तव्याला होते, ती गावे सील करण्यात आली असून कार्यकर्त्यांचे विलगीकरण करण्यात आले आहे.

· आतापर्यंत 2,083 विदेशी तबलीग जमात कार्यकर्त्यांची ओळख केली असून 1,750 जणांचा काळ्या यादीत समावेश करण्यात आला आहे.

  • अँटीबॉडी आधारित जलद ब्लड टेस्टसाठी, आयसीएमआरने, 5 लाख चाचणी संचाची ऑर्डर दिली आहे, येत्या 8 ते 9 एप्रिलपर्यंत, 2.5 लाख संच मिळतील अशी अपेक्षा आहे.
